Drones and terrorism - genuine risk?

Apologies in advance if this post seems ignorant but I’m genuinely curious to hear the opinion of owners of drones capable of lifting small loads...

Is there a legitimate risk of an act of terror being undertaken using a / multiple drones to get very close to a high value target such as a head of state or senior military leader anywhere in the world?

It seems to me that commonly held public events such as press announcements from the British Prime Minister are highly secure from traditional risks like individuals with a firearm, concealed explosives, etc, and even have restricted airspace.

However, if a drone could be given a flight path that it could execute without GPS or a link to another device for piloting etc then it would be very hard to protect against.

Is there any reason that type of capability would be impossible?

Are drones that are capable of carrying a small load particularly rare / expensive or anything?

Or are there stacks of security measures already in place to keep drones out of a location? Everything I’ve seen about chaos they occasionally cause at various airports seems to suggest there is a lack of effective countermeasures for them.
