Good beginner drone that also supports programming features.

I want to purchase my first drone so I am looking for something that is easy to learn to fly ,but also something that won't brake the bank. An other thing that is important to me is the capability to be able to program the drone to follow a set of waypoints, and by that I mean not setting the waypoint through a phone app and such ,but by actual programming through an API (java ,python ,etc...).

So is there any budget solution that can support such features?
