If I live in a class C airspace (in the US) how high and what drones can I fly without permission from ATC?

The airport is located far higher than much of the city I live in, despite the fact that it is all class C airspace. (Look at photos of Billings Logan International Airport if you want to see what I mean.) I'm thinking of getting a dji mini 2, but after doing some research I'm not even sure if I can legally fly my Hubsan X4 outside. I live by the only lake in town, so I have some distance from the airport. Worst case scenario I'll have to drive for 45 minutes to the nearby town of Laurel to fly it, but I'd like to avoid that if possible.
