Unique requirements - for my first drone (no fly zone, 200m+)

So I’ve never had or flown a drone before but am really interested into getting into it.

However, the shots I am interested in taking with it are from the top of very high buildings and cranes (200m+)

Id really appreciate it if someone could recommend me a drone: - that can fly at this height - can fly in a no fly zone (e.g. Canary Wharf) - is under £200

I’m not sure how the no fly zone works but assume that your drone won’t take off if it has gps, if my drone doesn’t have gps can it take off in these areas?
