Landing Mavic Pro on a boat, having some issues

I have a mavic pro platinum, it isn’t hand landing properly for me while out on the water.

I understand the joystick down/inside starts props and shuts props off, however it will not do this upon hand retrieving. I’ve tried many times, it has never worked. However I always take off this way on land, so I know it works to start and stop on land.

Vision positioning is all fully turned off.

I’ve also tried flipping the drone completely over, upside down, but the props wont stop, and just fights against me.

My only option has been to do a battery pull. I don’t want to have to do this for my fingers sake and for the drones sake, it can’t be a great shut down procedure.

And idea what’s going on and why it won’t shut down for me without pulling the battery?
