New part 107 flying over people rules?

If anyone flies over part 107 regulations or understands the new rules in place. What is appropriate activity? Im wanting to take photos of some nice big corporate buildings. Thing is. My drone would be a constant threat of falling on a parked car, person, or moving car since it would always be hovering over parking lots, sidewalks, and roads. The new rules make it sound as if that is not allowed. Any clarification on this topic? Thanks. I fly a Mavic 2 Pro.
